Clintonville ravine dispute escalates, state turns to cash as 'final' offer
State and county officials seem at an impasse on a proposed roadway connecting the Ohio State School for the Blind and Ohio School for the Deaf. A proposed bridge to connect two state schools for the deaf and blind has been embroiled in a dispute over a protected ravine in Clintonville, Ohio. The state, which owns the land, is clashing with the Franklin Soil and Water Conservation District, which controls the conservation easement. The two groups cannot agree on mitigation measures for the project, which has raised concerns about environmental damage, a lack of transparency and the precedent of overriding a perpetual conservation easment. The Ohio Department of Administrative Services has offered $42,000 as a final offer to the Franklin County conservation agency to sign off on the bridge. However, FSWCD rejected this offer, stating the larger mitigation was necessary due to the project's impacts on forest canopy, water quality and wildlife habitat.
